I am pleased to see the care with which commanders assigned to Operation Delta Rising are taking with the preparations for their journey.

The Delta Quadrant is not familiar territory. We will be the outsiders there, and dealing with other species whose ways and customs are unfamiliar can be treacherous. The more we learn, the more dangers we can avoid.
