One species that we have already reached out to in preparation for Operation Delta Rising is the Kobali. They seem eager for cooperation, and have already asked for Starfleet assistance to deal with a situation on their homeworld. While this may not seem like the most beneficial friendship at first glance, they are a peaceful people in need of assistance. In many cases, a situation like this has been the start of some of the Federation’s strongest alliances.
